400kV

AP/SAP authorised across various DNOs and private networks, including National Grid

Airside

Permitted teams working to full aviation compliance standards

SafeContractor

Approved for groundworks, surfacing, plant operation and excavations

SWQR

Held by every operative, alongside SMSTS, as baseline competence

Authorised and coordinating across

Civil engineering built around the asset.

Every scope below is delivered by directly employed teams using our own plant, so programme, quality and price stay under one roof.

C32/40 continuous pour

Substation civil engineering

Structural foundations, transformer plinths, containment bunds and cable corridor routes engineered for major schemes. Formwork designed for specialised continuous pours with 25mm to 50mm chamfers, executed in strict alignment with engineering drawings.

Up to 400kV

HV & LV cable trenching

High-voltage and low-voltage cable trenching for utility companies and infrastructure providers, supporting new developments and network upgrades. Multi-utility corridors, drainage and ducting, power cables, water mains and service connections.

Street works standards

Highways & reinstatement

Hot-lay and cold-lay bituminous reinstatement, sub-base and base in non-bituminous materials, modular surfaces and concrete footways, kerbing and compound finishes — with full traffic and pedestrian management throughout.

GEN3 50mm blinding

Concrete & structural works

Mass pours and reinforced foundations, concrete bunds and transformer containment slabs, duct banks and structure plinths. Slab excavation to formation levels with bar steel reinforcement installation.

Airside permitted

Operationally critical sites

HV installation and trenching inside live, highly regulated environments — airports, operational compounds and running networks — with direct stakeholder coordination to maintain continuity throughout the works.

Vac-Ex & CAT scanning

Safe digging & asset protection

Vacuum-assisted excavation, asset trial holes and live cable CAT scanning before any mechanical works begin. BESK training is a minimum requirement for every operative before they set foot on site.

Live HV installations beneath a working runway.

Our teams have managed and delivered critical high-voltage installations inside one of the most tightly regulated operational environments in the country.

One entity. No sub-contracting chain.

JLH Utilities operates as a unified entity with our operating subsidiaries — sharing personnel, plant and central functions rather than layering on outside contractors.

Resource & pricing

Consolidating personnel and plant eliminates redundancy and increases deployment speed. Direct control over labour and materials means pricing is accurate and competitive rather than padded for risk.

Quality & operations

Core competencies are held in-house. Minimising sub-contracting keeps quality control strict, accountability clear and the same standard applied from first dig to final reinstatement.

Financial stability

Centralised financials and shared overheads fund continued investment in plant, people and training — underwriting the long-term stability of what we offer.

Compliance is the entry requirement, not the differentiator.

Moving into utilities demanded a workforce with specific competencies. We rebuilt our recruitment and upskilling strategy around exactly that.

Personnel certifications

SWQR

Underground apparatus, signing, lighting and guarding, and highway excavation. Includes location and avoidance of underground apparatus.

CITB SMSTS

Certified in the Site Management Safety Training Scheme.

NEBOSH

National Certificate in Construction Health and Safety.

ProQual

Level 6 NVQ Diploma in Construction Site Management.

Authorisations

Substation entry, CAT 3 SSE, live HV substation busbar supervision, and AP/SAPs up to 400kV authorised for various DNOs and private networks including National Grid.

Organisational accreditation

SafeContractor approved

Certified for high-risk utility environments across:

Constructionline Gold member

Verified to the framework’s highest tier for financial standing, health & safety, and quality management — the standard used by major contractors and public sector buyers.

Critical protocol

Every operative maintains active SWQR and SMSTS certification as standard baseline competence. Specialist resources, fitters, jointers and SAPs across various voltages are onboarded directly with JLH Utilities.

Resource availability is dependent on programme and location.

Commercial credentials with a family-run ethos.

For a decade we delivered commercial fit-out and office building projects at scale, for names including Amazon, Audi, BMW Group and WeWork. JLH Utilities is the deliberate next step taking those core competencies into high-voltage and critical civil engineering environments where the national grid is being modernised.

What has not changed is how we work. Every client gets a named project manager, direct lines to the people actually on site, and a team that treats your programme as its own. You get the capability of a major contractor with the service of a close-knit one.

Scaled capacity transitioning core competencies into high-voltage and critical civil engineering environments.
